How do you disable E-Business Tax and use the tax functionality as it was in 11.5.10.2?

Greetings

We are under pressure to upgrade from 11.5.10.2 to 12.1.3 by the end of the month.  Since we do not have the resources to set-up E-Business Tax at the moment, we would like to continue with the same functionality as we do now in 11.5.10.2.  I spoke with an individual from Oracle at the OAUG conference who said this is possible and that all we needed to do was "turn off E-business tax".  Unfortuanely, I did not inquire as to exactly how to turn it off as I assumed it would be documented on Oracle Support.
