What file would contain old tax data and allow that data to come into journals and the Federal Tax R

Does anyone know of a table that would contain old tax data for one employee.  When payroll is submitted and reaches Journals, old tax data for one employee is brought in and updates the Federal Tax Report.  It does not update the employees tax history because the dates are from 2011.  We have checked all the ususal files that clear F07350, 7351, 7352, 7373, etc and all are clear.  the F063951 does have old data but not for this employee.

Any thought on a table that might contain old records?
