Is direct upgrade possible to R12 from 11.5.8

Hi All
A customer currently in 11.5.8 and considering to move R12.

What could be the best option?

1. First 11.5.10 to R12.1.3
or
2. IS 11.5.8 to R12.0 than 12.1.3 possible?
Is there a support for upgrading from 11.5.8 to earliest version of Oracle R12 (I know no support to 12.1.3 but may be to 12.0 or somewhere)?
