How do you enable the Personalisation link on the iSupport (Create Service Request) service request

 We have used a custom Responsibility that has a mixture of iSupport and HRMS functions to create an Employee Self Service screen.The idea is to allow employees raise HR related service request as well as perform standard View and update functions in HR.

The create service request page comes up (and works fine) but we would like to Personalise this page.
However, the personalisation link on this page and the (About this Page) link on this page have been disabled.
Is this a seeded setting so that we cannot change the SR submission template?

Specifically, the issue I have is that the only field appearing on the Create Request: Provide Summary page is the "Summary" field and we would like the Problem Code field displayed as well, but cannot make the change as the Personalisation field is not visible.
