FAN / TAF (FCF)

I have a data guard environment with only one standby (non-RAC).  I want to enable application failover when the Broker does a switchover/failover to the standby.
Can I get some clarification on HA (FAN, TAF, FCF)?

Can I use FAN with Data Guard to issue events upon a switchover, failover?
Is TAF limited to a RAC environment?
Is FCF limited to a RAC environment?
