Non-Catalog Purchase Requisition created useing a foreign currency with User rate failing to Reserve

Hello procurement Gurus,

Can you please advise why my 'Non-Catalog Purchase Requisition created useing a foreign currency with User rate failing to Reserve' ?

Steps to Reproduce
1. Log into iProcurement responsibility
2. Create a Non-Catalog purchase requisition with a foreign currency: USD and Exchange rate Type: User
3. Submit for approval
4. Notification stating 'Unable to Reserve Fund'

We have checked the fund availability, there is sufficient amounts of funds in the CCID used. Also to add to it, when we create non-catalog requests having currency same as functional currency (BDT in this case), it is being APPROVED as desired.

Please advise.
