In R12 upgrade Need of Interoperability patches if DB is not changing

Hi,We are upgrading from Application 11.5.10.2 with DB 11.2.0.2 to 12.1.3 with same DB level.
Do we need to review 'Interoperability Notes: Oracle Applications Release 11i with Oracle Database 11g Release2' and apply the mentioned patches?
If yes, in which phase of upgrade those patches needs to be applied?
