Location on hold as opposed to item/location on hold

In 8.12 is there a way to setup a location on hold as opposed to the item/location being on hold? It is a hassle to set up each combination of item/location to be on hold. It would be easier if we could setup a location on hold so that any item in that location is automatically on hold.
