PRocessing Options on Back Order Release R42118

We are having a problem with orders over committing Inventory. IN researching the problem I found Processing option #2 in the Process Tab that indicates Backorders Quantity as Available Quantity. If the processing option is set to 1 it indicates Include Backorder Quantity as Available Quantity. Can someone explain what this does and why you would want to include Backorder as availalbe?
