LCM Org for Local Purchase orders

Hi Everyone,

We are implementing LCM as Pre-receiving for a Retail Client. Oracle enforces creating a LCM shipment even for LPO where LCM charges are not applicable.

Can we any other way such that LCM charges needs to be submitted only when applicable?  Since there are 100's of PO's created for goods everyday which are procured in local market.
