Supplier Notification Method is invalid because withholding is not enabled for this supplier

Running Supplier Sites Open Interface Import resulted in "Supplier Notification Method is invalid because withholding is not enabled for this supplier" and therefore, all supplier sites are rejected.

Any ideas what might be the cause?
