performance degraded due to "resmgr:cpu quantum" event

We had severe performance degrade today due to resmgr:cpu quantum event. High CPU usage is seen and we had bounce the DB.

My DB version is 11.2.0.2 (Patch 16) on Windows 2008 R2 64 bit and we have instance caging enabled on the server. Both production and training databases are running on the same box. Parameters we setup for the instance caging are: 1. CPU_COUNT ( 5 to production and 3 to training)  2. resource_manager_plan = DEFAULT_PLAN

We have upgraded the database from 11.2.0.1 last week end and instance caging is enabled since 3 months, no issues so far.

I see the "resmgr:cpu quantum" top event (95 to 100% DB usage) during the hand.
