Post install 11.1.1.5 BI Publisher Desktop-Ribbon menu display incomplete

After installing  BI Publisher Desktop-11.1.1.5 the ribbon menu appears incomplete (I will attach a screenshot) , the suggestion being that the template builder was installed incorrectly. has anyone any suggestions. I am on Office 2010. Possibly not the best idea to have a new pc with up to date software installed. Should I ask for my old one back ?
