Class of Secure Transport (COST)

Article ID 1453883.1 entitled, "Using Class of Secure Transport (COST) to Restrict Instance Registration " specifies two possible solutions: configuring the IPC protocol or configuring the TCP prototcol. 

(1) The TCP solution requires patch: 12880299 .  I cannot, however, find any such patch for Windows 32-bit machies.  Am I just missing it?

(2) The IPC solution states, "IPC protocol ...can only be used when the client program and the Oracle server are installed on the same system."  I have systems which use the 11g Oracle client software to connect to the db over a network.  Will the IPC solution work for me, or must I use the TCP solution?
