Unapproved Project Status and Funding/Baseline

Hi,

We are currently on 12.1.3 and noticed that we are able to pick a project for Funding and Baselining when the project  is in unapproved status.  Is this an inherent functionality in R12?  It does not seem correct that we can pick a project for funding /baselining when it has not yet been approved.  Can someone shed some light or provide some guidance.
