Why there is no value for Legal Entity while creating bank

I am trying to create a new bank, branch and account but am unable to complete the account creation process as there is no value for Legal Entity.  Also I do not see the field where you define bank as internal/external.  MO:Operating Unit is set at site level.  What am I missing.?
