Delegation of HR Self Service Tasks

For Oracle 11i EBS, is it possible to customize the delegation of HR Manager Self-Service (MSS) change capability to another user?  

As an expample, an Admin Assistant would be able to log in (as themselves) and make changes on behalf of their supervisor, to any of their supervisor's direct reports.   

There must exist an audit trail to show changes made by (logged in) user were done on behalf of the supervisor.
