OEM RMAN backup jobs fail after 11.2.0.3 upgrade

I ran into a strange issue with OEM RMAN backup jobs after upgrading to 11.2.0.3 and I wanted to share it to see if anyone else had a similar experience.  I have searched google and MOS but didn't find anything that was similar.

We are running Oracle 11.2.0.3 on Windows Server 2008 and Oracle 10.2.0.4 on Windows 2003.  We use OEM Grid Control 11g and RMAN 11.2.0.3.  We recently upgraded to 11.2.0.3 from 11.2.0.2 in our 11g environment which is where the RMAN catalog exists.

We use OEM RMAN jobs to do nightly backups of both our 10g and 11g environments, connecting to the RMAN catalog for all except the instance that holds the catalog which uses the control file.
