Siebel Remote Server high Memory usage

My Siebel Prod has 4 Application Servers , srvr1; srvr2, srvr3, srvr4 and Siebel Remote Server is enabled on only one of the application server. All the Worklows are enabled on the same one server with the remote server. The memory utilization of that same server is running at 89% very high.

Question 1: Can I enable Siebel Remote components on all the other servers without affecting users?. So far, there are about 54 initialized remote users and the plan is to bring the number to about 100.

Question 2: Can I also spread the Woklow prrocesses and component to the rest of the servers to reduce the load on this particular server 1 ?.
