RDF: No change in Approved Promotional Peak

How does the Approved Promotional Peak gets calculated in the Promotion Maintenance Workbook? My understanding is that we should see a rise in the Approved Promotional Peak if the following conditions are satisfied:-

1. We manually change the System Effect Override measure for a particular Promotion Variable

(say: System Effect Override 1 - itm/str/week-Final 03 – Circular) for a particular product/location combination.

2. We set the Promo Effect Type as "Override All / Override Future Only" from the drop down.

3. We run a batch forecast after performing Steps 1 and 2.

4. We check the Forecast Appoval Workbook and find that there is no Forecast Approval Alert for the particular product/location combination. (The measure Forecast Approval Alert is unchecked).
