Inactive item from API Inv_Item_Grp.Update_Item

Inactive item status from API Inv_Item_Grp.Update_Item, the error appear:

1) Open sales order exist, cannot update item status .
2) On-hand quantity exist, or open receiving transaction against this item. Please transact these transactions, then change item attribute.

In fact, there only one open requisition, no sales order line against this item. Why give the 'Open sales order exist, cannot update item status error message'?
From Master item form, Inactive this item, only second message appear.
