Projects Invoice is not getting generated

Dear Gurus.

I am not able to generate the project invoice based on Manual events.

Request output shows "This project has no eligible expenditures or events"

But i have done the following pre-requisite..

Pre-requisite:

1. Attached the Distribution rule as COST/EVENT

2. Projects Task Cost budget & TASK Revenue Budget has been created & baselined.

3. Generated revenue for the Expenditure items for the Appropriate task which has to be billed.

4. Manual events are created using Billing events.

Your suggestion are highly appreciated..
