Shipments Block On Blanket Release

We are on 11.5.10.2.
User has put on a Blanket PO for expense amount on one line and has done one release already. This has been receipted.

When user comes to do second release, on saving the note Shipments block appears and will not allow the release to be saved. The amount is very small and well under the agreed amount.
I have checked for any personalisation - and there is none.

Can anyone shed any light on why this is happening please?
