Does "COST restriction" still in place when using "REGISTER1"?

Following 1453883.1 to set the COST parameter " SECURE_REGISTER_LISTENER = (IPC) ".
I have definied one listener for one database.
There are 3 datababase in this machine. So there are 3 listnener.
When  try to start the  second listener(using listener.ora_error), it said the first listener already started.
TNS-01106: Listener using listener name SISDEV has already been started

Can I use "REGISTER1" for my seconds listener ?

If I change the REGISTER to REGISTER1 (as in listener.ora), Network files are no problem.

The problem is I cannot use REGISTER in 2 IPC listener.


Any Idea please ?
