Enterprise Manager 12c Cloud Control - Incredibly slow vs. 10g Grid Control

Recently install Weblogic and Oracle Enterprise Manager 12c Cloud Control on AIX 64 Bit Server 4 GB RAM plenty of storage (although it required a tremendous amount).
I have noticed it is running incredibly slow as compared with existing 10g Grid Control.

Are there tweaks to perform or has Oracle gone the way of Microsoft/Symantec, others with "Bloatware"?

If so, what are the recommended (u know there are minimum recommendations and usable recommendations) specifications to get performance out of the new OEM?

Also, any tweaks, books, for making the most of OEM 12c.

I have downloaded the iPhone app (although which there was also and Android version).
