BI Publisher Multiple Reports gets Blank Page

I’ve got an .rtf template that is designed to use an XML file as input and generate two different reports from that file.  I wanted to set it up so that one, the other, or both reports could be printed by looking at tag values in the XML file.  I can print both reports just fine, but the problem occurs when only one of the two reports is selected to print.  When that happens, a blank page prints for the un-selected report.  Any ideas on what I could try?  I’m really new to this so I’m hoping it’s something simple.
