Budget Summary Setup and Values Information

Hi, fellows.

Can someone answer me  this questions below about Budget, please:

1. Even we created a summary template, I need to inform a budget values in detail level, in budget statements screen?

2. Oracle only control budget in summary level, even the budget value avaiable in the account detail that were informed in a purchase order, for exemple, are insufficient?
