Batch Credit Hold R42542 Error

Does this report list every order - Wilth Order Not Placed on Credit Hold?

I am getting several orders placed on credit hold on the Header and SO inquiry, but they are not on the Release held orders screen or on the F4209. Why is this and how do I get them off of hold?
