OEM dbconsole Will Not Start

Good afternoon,

I found some similar discussions on this forum but none that addressed my specific issue.

I am trying to access OEM which fails with the following error: "The connection was refused when attempting to contact <hostname.domainname>:<port>", which is typical of another user being logged in. I checked with the System Admins who also have access, both are not logged in or have any sessions running.

Upon using the command: emctl status dbconsole, I receive the following:
"Oracle Enterprise Manager 10g is not running."

Upon using the command: emctl start dbconsole, I receive the following:
"-An instance of Oracle Enterprise Manager 10g Database Control is already running."
