SFM Event Manager Queue Service is running with Status of ACTUAL = 1 and TARGET = 1 but the 'READY'

SFM Event Manager Queue Service is running with Status of ACTUAL = 1 and TARGET = 1 but the 'READY' messages in the Event queue are increasing and not decreasing. Due to this performance issue the Item Instances are not being created or updated in Install Base and corresponding contracts also are not getting created in Service Contracts. Verified the Parameter value in the concurrent manager and it is set to "SM_MSG_WAIT_TIME=10:SM_SLEEP_TIME=10:XDP_DQ_CLASS_NAME=oracle.apps.xdp.dequeuer.core.Dequeuer:XDP_DQ_API=XNP_EVENT.PROCESS_IN_EVT:XDP_DQ_INIT_NUM_THREADS=1"

We are on 11.5.10.2 and 10g database.
