How to create Multilingual XML Publisher reports

Hi, We created a XML Publisher report in English(Output in Excel). Now I need the output to convert automatically based on the users local settings. Example: For Spain users the Excel output should display in Spanish,France users in French and Hungary users in Hungarian. How to achieve this? Can you please suggest.
Do we need to create multiple layout(multiple RTF) or Oracle by itself will translate based on the user settings. We checked with users but the report is displaying only in English.

If there are any specific ICX% system profiles that we need to check for user then please let me know the list of system profile values.
