Setting Up Projects Globally

We are currently using PA across multiple organizations/operating units within the same set of books.  We would like to implement PA globally now,and would like to implement across multiple sets of books.  Is this possible to do from one responsibility, or do I need to create a PA responsibility per SOB?  I attempted the set up from the existing responsibility but was unable to see the new project codes from the international payables responsibility.
