can not change from WE8MSWIN1252 to be WE8ISO8859P1

  Problem Description: Dear
My Oracle Environment
1. PC Server 64 bit.
2. O.S. is Window Server 2008 enterprise 64 bit
3. Oracle Database Standard edition 11 g(version 11.2.0.3).
4. PC is installed Oracle Client 64 bit(version 11.2.0.3).

Event
I have installed Oracle 11g 64 bit on Window.I can run it but
I have a problem about Database Control(console). That you know I have already
opened the issue. I try to change from AMERICAN_AMERICA.WE8MSWIN1252 to be
AMERICAN_AMERICA.WE8ISO8859P1 by using command alter database coopsavi character set
WE8ISO8859P1.It show the error no ORA-12712: new character set must be a superset of
