how to develop multilingual reports in BI publisher

Hi Friends

Can any one guide  me how to develop multilingual reports in BI publisher.we got a requirement like in a reports we need to display 2 languages 1.ENGLISH and 2.ARABIC.

Our versions are

BIP Version :10.1.3.4.1

Siebel verison:8.1.1.4.1

Please see the attached sample PDF which customer wants .Could any expert can suggest me step by step what to do .
