Understanding of Sales Tax & Relationship Links

Scenarios are coming up where we are using a bill-to of one customer and a ship-to of another customer (using relationships in Oracle) and we have found sales tax implications of this... How can we properly manage sales tax using different customers where sales tax is attached to ship-to but different customer is paying??
For Example Customer A is Tax exempt and Customer B is not. If Customer B is ordering goods for Customer A with Ship to Site as Customer A site and Bill to is Customer B site.
Technically, as Customer A is tax exempt there should be no tax as tax is associated to Ship to Site. But as customer B is paying, tax should be calculated.
