perl.exe whith "acfsregistrymount check" is running every 30 seconds blocking the Windows Server

On our two node Windows Server 2008 R2 based Oracle RAC using ASM with ACFS a process with perl. exe is running every 30 secods processing a srcipt "c:\11.2.0\grid\perl\bin\perl.exe -I C:\11.2.0\grid/lib c:\11.2.0\grid/lib/acfsregistrymount.pl acfsregistrymount check" I do understand why this is running according to ACSF documentation what I do not understand is why it is running every 30 seconds and why it is even stopping the database for about 1-5 seconds while running.

Is there any possibility to at least increase the cycle time?
