Availabe to transaction quantity more than on-hand quantity

Dear

In 12.1.3.

Customized report , Calling inv_quantity_tree_pub.query_quantities to query onhand quantity and ATT, found the ATT quantity more than on-hand quantity. After re-run report, the issue disappear. This issue occurred sometimes.

Which condition can cause this issue?
