PA Taxes-help

First let me say that I am in Canada and we are still trying to figure all the states tax laws.  We operate a company in New York but have employees who live in PA.  We currently have their Residence Code set as PA which is causing an issue because it wants to calculate PA tax although we don't want it to as they have NY taxes deducted.  Should we remove the Residence Code?  Is it necessary in One World?

Any assitance with this is apperciated.
