Rating Scales: PER_RATING_LEVELS_TL not updated when updating PER_RATING_LEVELS via API

 Hi All,

I tried updating the competence rating levels (HR.PER_RATING_LEVELS) using "hr_rating_levels_api.update_rating_level".  This seemed to work well, but the "Rating Scales" Form still shows the old values. 

It turns out the the form is based on a view joining the base table and a locale table (PER_RATING_LEVELS_TL), using the values for the user language.  For some reason the update did not flow through to the _TL table...

Any idea why this is, or what I missed?
