Accounting Rule Start Date

 We have found that the accounting rule start date for Service Lines defaults to the service start date. This in turn makes the invoice date as the Service Start Date.The users want the invoice date to be the same as the Order Date.
The accounting rule start date is read-only and cannot be changed.
Is there any setup that can be changed for the rule start date?

What is the implication if we change the rule start date?
