Operational Sourcing

Hi All,
While working with operational sourcing can we generate a subcontract and use an existing Job no. as the business unit. The requirement is like I need to create a tender for a project and then create a contract to the approved bidder where I can track budget, make payment schedules, track the deliverables, put term and conditions etc. If a doc is available that would be great.
