Event Billing Attachment Icon is Greyed Out

We are on 11.5.10 and the paperclip attachment is disabled in the Event View form.  Does everyone else's form behave in same manner?  Is there a configuration for this perhaps?

I could not find any this in patches and I've logged an SR but thought I'd reach out for some feedback.
