Advanced Pricing-Order Detail Group

I want to assign the freight amount to the order based on freight code entered at the time of order entry.  
To implement this functionality, I thought I can create order level adjustment that is using order detail group.  However, order detail group is disabled with order level adjustment.  Is there another way to implement the desired functionality.
