Creating database using DBCA on Oracle 10.2.0.4 issue, memory distribution showing max 2048MB only

Hi all, need help on this issue. I am helping a client to migrate their Peoplesoft Database to a new server. Before the migration I will need to create a database first. The new server is running on Windows Server 2003 R2 (32bit) with 24GB of RAM and Oracle 10.2.0.4. The server admin has added /PAE into the environment and now the OS able to display total 24GB of RAM. Problem now is when I launch DBCA to create a new database, when I come to the memory distribution page, it shows 2048MB total memory only. I know that this
