Notification on system outages

We would like to notify end users on our pod on system outages/upcoming planned maintenance schedules by adding the announcement/message to the OnDemand logon page.

As an example, I have pasted below a screenshot of what exactly we would like to achieve. We would like to know if something similar can be achieved in OnDemand logon screen as well.
