Enterprise Manager console gets 404 Error.

I get a 404 Error -- Not Found while trying to get Enterprise Manager (11g) to come up after configuring the domain with AdminServer and SOA.  Deploying composites work fine.  The AdminServer console shows the soa_server1 server up and running.  Under deployments, the AdminServer console shows that em State is Failed.

I checked the knowledge base and copied the http_client.jar to the domain_home/lib folder as a solution there mentioned.  But, the console still gives the 404 error.  I would appreciate any help on this problem.
