cssimportexport equivalent in 11.1.2.x

 Is there the equivalent of the css import export utiltiy in 11.1.2.x that was available 9.3.0.  I am not really needing to migrate bqys and such but I would like to be able to use css export to dump my users and group from 9.3.0 (which I do currently for other reasons) , reformat the data and use css to import them into 11.1.2.x.   Will gladly create the target folders and groups if necessary and re-publish the bqys.
If the  is a cssimportexport  equivalent in 11.1.2.x is it part of the basic foundation install or do I have to install another product like LCM explicitly?
