MAX_ORDERS_IN_PROGRESS

We need some help for a problem that is happening with ASAP. We have a configuration variable "MAX_ORDERS_IN_PROGRESS = 600" that set the maximum WO that can be handled by ASAP. The problem happens when one network element become unavailable and all 600 WO are set to this element. In that case, all other network element WO keeps waiting this 600 WO to be completed. So until this specific NE become available again, no other WO get processed. NEP is already configured to have several pools, one to each network element. But we're limited to the this variable that handle
