Error in Uploading Workflow into Database After Applying Patch Release 12.1 HRMS RUP4 Patch and then

We have upgraded our Dev Instance with Release 12.1 HRMS RUP4 Patch and then applied 12.1 INDIA CONSOLIDATED UPDATE IN.08. Patches went fine.
We have not applied these patches to our production instance yet.

Now Our Workflow Developer is reporting that whenever he download the HR workflows wft file from Production and try to load it into Dev instance he is getting the below error:-
