Approval do not get processed unil WF mailer is restarted

I'm still having the issue where everytime an approval is sent by email it sits in the inbox until I restart the WF Mailer, is there a setting that needs to be changed? It's almost like the WF Mailer only checks the inbox once it's been restarted.
